กรมศิลป์จี้การรถไฟฯ ปฏิบัติตามหลักการอนุรักษ์ หยุดก่อสร้างในบริเวณที่ขุดค้นพบโบราณสถานบ้านเจดีย์งาม ในพื้นที่ก่อสร้างทางรถไฟสายเด่นชัย-เชียงราย-เชียงของ

วันนี้ (27 มี.ค.68) นายพนมบุตร จันทรโชติ อธิบดีกรมศิลปากร เปิดเผยว่า ตามที่ชาวบ้านและพระสงฆ์ บ้านเจดีย์งาม ต.ท่าวังทอง อ.เมือง จ.พะเยา ขุดพบโบราณสถานบริเวณที่นาของชาวบ้านซึ่งถูกเวนคืนในการก่อสร้างทางรถไฟรางคู่ สายเด่นชัย-เชียงราย-เชียงของ สำนักศิลปากรที่ 7 เชียงใหม่ ได้เข้าตรวจสอบพบว่าโบราณสถานดังกล่าว คือ โบราณสถานบ้านเจดีย์งาม (ธาตุนกแซว) คาดว่าน่าจะมีอายุในสมัยล้านนา

ทั้งนี้การรถไฟแห่งประเทศไทย (รฟท.) ผู้เป็นเจ้าของโครงการฯ ซึ่งมีหน้าที่สำรวจโบราณสถานและแหล่งโบราณคดีของพื้นที่ก่อสร้างทางรถไฟ ตามมาตรการลดผลกระทบสิ่งแวดล้อมด้านประวัติศาสตร์และโบราณคดี ไม่ได้รายงานเรื่องการพบโบราณสถานดังกล่าวให้กรมศิลปากรทราบ จึงมีหนังสือแจ้งให้ รฟท. ปฏิบัติตามมาตรการลดผลกระทบที่ระบุไว้ในรายงานการศึกษาผลกระทบสิ่งแวดล้อมด้านประวัติศาสตร์และโบราณคดีอย่างเคร่งครัด เพื่ออนุรักษ์โบราณสถานไว้เป็นมรดกทางวัฒนธรรม ประวัติศาสตร์และโบราณคดีที่สำคัญ และให้หยุดการก่อสร้างบริเวณที่พบโบราณสถานบ้านเจดีย์งาม ไว้จนกว่าการปฏิบัติงานโบราณคดีเร่งด่วน และการหาแนวทางร่วมกันเพื่อลดผลกระทบด้านโบราณคดี ประวัติศาสตร์ที่เหมาะสมจะได้เสร็จสิ้นลง

ทั้งนี้ สำนักศิลปากรที่ 7 เชียงใหม่ ยังได้ชี้แจงเรื่องดังกล่าวกับบริษัทผู้ก่อสร้างในพื้นที่แล้ว ผู้รับจ้างยืนยันว่าต่อไปจะปฏิบัติตามกฎหมายอย่างเคร่งครัด ซึ่งการพบโบราณสถานระหว่างการก่อสร้างต้องประสานงานกับหน่วยงานของกรมศิลปากรพื้นที่เพื่อแจ้งให้ทราบถึงแผนและระยะเวลาก่อสร้าง หากมีการพบหลักฐานทางโบราณคดีและประวัติศาสตร์ใด ๆ ให้หยุดดำเนินโครงการในบริเวณนั้นทันที และแจ้งหน่วยงานที่รับผิดชอบโดยเร็วที่สุด

โบราณสถานบ้านเจดีย์งาม ต.ท่าวังทอง อ.เมือง จ.พะเยา มีสถานะเป็นโบราณสถานที่ยังไม่ประกาศขึ้นทะเบียนแต่มีผลตาม พ.ร.บ.โบราณสถาน โบราณวัตถุ ศิลปวัตถุ และพิพิธภัณฑสถานแห่งชาติ สำหรับชิ้นส่วนโบราณสถานที่พบ ขณะนี้ได้เก็บรักษาไว้ที่วัดเจดีย์งาม ซึ่งสำนักศิลปากรที่ 7 เชียงใหม่ จะส่งเจ้าหน้าที่เข้าไปตรวจสอบและให้คำแนะนำในการเก็บรักษาและอนุรักษ์ โดยได้ชี้แจงให้ประชาชนในพื้นที่ทราบถึงข้อกฎหมายตาม พ.ร.บ.โบราณสถานฯ เพื่อมิให้มีการบุกรุกหรือขุดค้นอีกต่อไป

อธิบดีกรมศิลปากร ย้ำว่า กรมศิลปากรให้ความสำคัญกับการอนุรักษ์ไม่ให้โบราณสถานเสียหาย ในขณะเดียวกันการพัฒนาประเทศยังคงเดินหน้าต่อไปได้
